Buy an eye makeup remover, they sell it at Sephora or at any drugstore. They make it specially so it won't irritate your eyes; it's a really gentle formula. That should solve your problem.
You might be rubbing too hard with the tissue or cotton ball. If you don't have one already I would suggest an eye make-up remover. Arbonne International has a very gentle one that does not burn your eyes. It's called Wipe Out make-up remover and I love it. I just put it on a cotton ball and gently wipe over my eyes. This is what I do. Wet your washcloth on one corner, wring it out, dip it into vaseline, and wipe your eye makeup off. It does stain the washcloth, but I buy cheap ones at Marshalls for this purpose.
